Export Compliance Documentation - IIEI-311

Course Description: This six-week course provides students with a detailed understanding of documentary, and regulatory requirements. Recommendations are given for U. S. Export documentation for export transactions and related activities including: export licenses/applications and required supporting forms, certifications and other information, export shipping, item classification, restricted parties lists, end use/user, ”Red Flag”/diversion risk and destination screening and required export recordkeeping. Taken from the perspective of the clerical need to understand all aspects of the documentation and reporting processes, this hands-on practical course is intended to develop a working knowledge of the vast array of regulatory forms and documents and their use as used to comply with the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), the Foreign Trade Statistical Regulation (FTSR) and the various regulations administered by the Office of Foreign Assists (OFAC) Department of Treasury..

The content of this course provides the knowledge necessary to successfully pass the documentation section of the examination for Certified U. S. Export Compliance Officer ®

Prerequisite: IIEI-307, Understanding the Export Administration Regulations (EAR) and IIEI-306, Understanding the International Traffic in Arms Regulations (ITAR)

Documentation Requirements

  • To gain familiarity with the EAR, ITAR, and FTSR documentation requirements.  

Common Forms

  • To understand the usage of the most common forms used in export compliance.
  • To know how to correctly complete most export compliance forms used.

Correct Documentation Information

  • To understand the importance of correct documentation information and its possible impact on the clearance of shipments.

Commodity Jurisdiction (CJ) Requests and Classification Requests

  • To be able to correctly submit CJ requests and Classification Requests.

Submitting a License Request

  • To be able to correctly submit a license application for the export of defense articles and related technical data and defense services subject to the ITAR.
  • To be able to correctly submit a license application for the export of items subject to the EAR. 

Trade Restrictions

  • To know the major trade restrictions existing in the world today that impact U.S. export compliance.

Marking Shipments

  • To know the ways to insure that the marking on a shipment is in compliance.

Special Certificates

  • To understand and know the use of most often used Special Certificates now in use in international trade.

Internal Documentation

  • To know what internal documentation in needed to help insure compliance.
